ADGM Sets 10 Regulatory Priorities for 2026–2027 as Financial Centre Expands

The Registration Authority has given firms, directors, auditors, service providers and advisers a clearer roadmap of its supervisory and enforcement focus.

ADGM’s Registration Authority has published its regulatory priorities for 2026–2027, giving businesses and advisers operating in Abu Dhabi’s international financial centre a clearer view of where supervisory and enforcement attention will be concentrated.

The priorities cover ten areas and are intended to help licensed persons and other stakeholders understand regulatory expectations and allocate compliance resources accordingly. ADGM said the framework reflects a risk-based and proportionate approach to regulation as the financial centre grows in scale and sophistication.

Among the focus areas are the accuracy, timeliness and quality of annual filings and licence renewals. For companies, that places routine corporate compliance alongside more complex regulatory issues as an area requiring management attention.

Audit quality, auditor conduct and corporate reporting are also priorities. Reliable financial information is a core component of market confidence, particularly in a financial centre attracting international institutions, investment firms and professional-services businesses.

The Registration Authority is also increasing emphasis on data-driven and risk-based supervision. That approach allows regulatory resources to be directed toward areas presenting greater potential risk rather than applying the same intensity to every firm or activity.

Beneficial-ownership transparency remains another major area. Accurate information about who ultimately owns or controls corporate structures is important to anti-money-laundering frameworks and broader efforts to prevent misuse of legal entities.

Responsible innovation and emerging technologies are included in the priorities, reflecting the growing role of digital business models and technology across financial and professional services. The challenge for regulators is to allow innovation while ensuring that governance and consumer safeguards develop alongside it.

Consumer protection, AML/CFT and targeted financial-sanctions compliance among designated non-financial businesses and professions are also specifically identified. Company Service Providers will face attention around standards, while ADGM plans to address unlicensed activities and misleading claims about ADGM licence status.

The final element is enforcement. The authority says it intends enforcement to be timely, decisive and proportionate, reinforcing the message that published requirements must be supported by credible consequences where standards are not met.

For firms operating in ADGM, the practical value of the document is its predictability. Compliance teams can compare internal controls against the regulator’s stated priorities rather than waiting for supervisory engagement to identify weaknesses.

As ADGM continues attracting international businesses, the regulatory framework becomes part of its competitive proposition. Growth brings more firms, products and complexity; the 2026–2027 priorities show how the Registration Authority intends to accompany that expansion with stronger governance, transparency and regulatory discipline.

Why It Matters

The published priorities provide firms with a direct roadmap for compliance planning and indicate where ADGM supervisory scrutiny is likely to concentrate.
