The UAE and Singapore are moving to deepen economic cooperation across investment, artificial intelligence, energy and other strategic sectors following the 17th session of the Abu Dhabi–Singapore Joint Forum.

The meeting was held in Singapore on 28 September and co-chaired by Khaldoon Khalifa Al Mubarak, Chairman of Abu Dhabi’s Executive Affairs Authority, and Dr. Tan See Leng, Singapore’s Minister for Trade and Industry responsible for energy and industry.

Both sides reaffirmed their commitment to expanding cooperation in investment and economic activity, energy, artificial intelligence, space, capacity building and healthcare. The forum forms part of the broader comprehensive partnership between the UAE and Singapore.

The commercial base for that relationship is already significant. According to the official announcement, the UAE was Singapore’s largest trading partner in the Middle East in 2025, when bilateral non-oil trade reached US$6.54 billion.

The two economies share several characteristics that make the relationship relevant for business. Both have developed themselves as international trade and financial hubs despite relatively small domestic populations. Both also use infrastructure, technology, investment policy and international connectivity as central components of their economic models.

Artificial intelligence is an increasingly important area of overlap. Abu Dhabi has been expanding its AI investment ecosystem, data-centre capacity and technology platforms, while Singapore has built a significant digital economy and technology-regulation framework. Cooperation can potentially span investment, research, enterprise adoption and governance.

Energy is another strategic link. The UAE remains a major energy producer while investing in renewable and low-carbon technologies. Singapore, meanwhile, is a major Asian trading and refining centre with a strong interest in energy security and transition technologies. That creates room for commercial cooperation across conventional energy, clean technologies, infrastructure and related finance.

Investment flows are also important. UAE sovereign and institutional investors have substantial international portfolios, while Singapore is home to major asset managers and investment institutions. Greater cooperation can therefore involve not only bilateral trade but capital deployment into third markets and joint opportunities in high-growth sectors.

Healthcare, space and capacity building broaden the relationship further. These sectors are consistent with the UAE’s strategy of developing knowledge-intensive industries and Singapore’s strengths in technology, services and human capital.

For companies, the forum provides a policy signal rather than a guarantee of individual transactions. Specific investments will depend on commercial terms and regulatory approvals. However, sustained government-level engagement can reduce barriers, create institutional connections and identify sectors where private businesses and investors can build partnerships.

With US$6.54 billion in 2025 non-oil trade already linking the two economies, the next phase appears increasingly focused on moving beyond conventional trade into technology, investment and strategic-sector collaboration.

Why It Matters

Singapore is a major Asian finance and trade hub, while the UAE is expanding its role as a capital and technology centre connecting Asia with the Middle East. Deeper cooperation can create new cross-border investment and business opportunities.
